The Contracts Manager is directly responsible and accountable to develop and implement the overall strategy for the use of contracts to grow and improve the company’s revenue and margin performance. Responsible for performing the full range of contract management functions for a portfolio of large and medium sized sales contracts of diverse types; including, Federal, State and Local contracts, healthcare GPO contracts, national account agreements, and partnering agreements with distribution network, among others. Directs and oversees the organization’s strategic sourcing function. Leads, mentors and manages a team of procurement professionals. This position reports to the Vice President – Finance and Administration, and interacts with government contracting officers, non-government procurement officers, the distribution network, suppliers and management at all levels.
Bachelor’s degree in Business or related field with at least 5 years of directly related contracts administration and/or contracts management experience, preferably with Commercial and Federal Government contracts, including contract interpretation, analyzing RFP/RFQ requirements, and negotiations.
Certified Commercial Contracts Manager (CCCM) or Certified Federal Contracts Manager (CFCM), and/or Certified Professional Contracts Manager (CPCM) desirable.
Demonstrated knowledge of the FARs and GSA Multiple Award Schedules required.
Solid experience in various contract types, including performance-based contracting and the ability to provide guidance on contractual matters.
Experience in strategic sourcing or procurement including supply contract negotiations.
Experience with government audits and/or GSA Contractor Assistance Visits a plus.
Ability to manage multiple priorities within expected timelines while effectively managing competing priorities.
Mature judgment, team building, organizational and decision making skills, pro-active involvement in strategic issues and problem resolution are highly desired.
Ability to travel up to 20% of time as needed.

Analyze contract requirements, provisions, and terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business procedures.
Develop contract strategy, measures contract performance, and implements contract related programs and processes.
Act as knowledge source to support sales & operations staff. Disseminates information regarding contract status.
Formulate and execute business strategies to reduce risk, enhance customer satisfaction, build positive customer relationships, improve profitability, and support the generation of additional business opportunities.
Manage contract change control process and contract database.
Develop negotiation strategy and lead negotiation team on complex contractual issues, working with both internal team members and area contractors.
Develop relationships with key contract stakeholders with face to face meetings and frequent contact.
Develop relationships with internal sales team, Area Contractor Principals, and company management with face to face meetings and frequent contact.
Analyze new laws, regulation, and contract trends for potential impact on business goals and objectives.
Assist in identification, development, and implementation of new contract policy and processes. Administer and develop processes, reporting, metrics, and tracking methods for ongoing contracts.
Support new business activities by taking a leadership role in the preparation of responses to solicitations, the negotiation of resulting awards, and ongoing administration and modifications. Administrative support for proposal preparation will be provided by the Executive Assistant to the Vice President of Finance.
Mentor and train less experienced professionals. Provide strategic contract direction to the sales, pricing, and marketing teams.
Manage, mentor, and train contract administration direct reports; including, preparation and ongoing administration of performance reviews and goals process and completion.
Manage consultant relationships, as required.
Assist in new business pursuits and associated contract strategy.
Provide authoritative guidance to internal business teams on corporate goals and objectives relating to contract activity.
Responsible for contract measures and tracking contract performance.
Provide strategic leadership for the sourcing team. Develop and communicate the strategies, policies and procedures required to effectively manage procurement processes for the organization.
Administer Supplier Management Program including Supplier Certification. Develop suppliers and improve their performance as it relates to lean principles, quality, service, delivery, continuous improvement and price.
Manages alliance partner agreements and performance.
Stay abreast of industry trends, cost drivers, economic outlooks, commodity pricing and other procurement-related issues. Advise company management on these trends as it impacts the business.
Responsible for development and adherence to budgets for contracts and sourcing. Responsible for departmental staffing, training and performance evaluation.
